@jbl, it seems to be part of a Japanese set of commemorative medals with a train focus. It might be called, "Vanishing Steam Locomotive Series" and here is a link to a piece with a similar obv to help you start your research:

Kanji (#28450;#23383;) are Chinese characters that are used in the Japanese writing system. They are a key part of Japanese writing, along with hiragana and katakana.

It looks quite similar to a series of medals made for Expo 70 in Osaka

Native japanese speaker here. I'm uploading screenshots because this forum doesn't let me use Japanese. The search bar is what the coin says.
Obverse:
Japanese-Train-Medallion-?
Transalation:
Class D52 super large freight steam locomotive
Reverse top line:
Japanese-Train-Medallion-?
Transalation:
Japanese National Railways
Reverse bottom line:
Japanese-Train-Medallion-?
Transalation:
Transportation science museum
