Hello,

I have never run across an error like this on a proof coin and I am wondering how common this is. Is it considered a "struck-through" or what?

Notice the area on the obverse between the I and the B in LIBERTY.

Wow, that's a mess! It looks like a little bird head. I have seen others post coins with frosting issues, not sure if it would have any premium though. If you send it back, I would think they would give you a replacement.

Could be some type of struck through. Don't know how random frosting would just appear in the fields.

Would be considered an impaired proof at this point. Signs of damage and having been removed from mint holder.
