Is this a proof coin? Canada did proof coins, right? I found this in a Lincoln Cent roll.

It has a lot of luster, and essentially a mirror-like look to it.

The 1965 cent looks to be a proof-like strike. Many of these were cut out of the pliofilm sets to get the silver.

Canada didn't start producing proofs until 1981.

I think it's a circulation strike, as it looks like there are some bag marks on her neck and behind her hair.

Wouldn't surprise me if they used the worn PL dies for circulation striking.
