The reverse of this coin looks worn but normal; however the obverse looks "rusted". Is that possible with a 1983 coin to look this way? Just curious as to what happened. It won't wipe off.

Probably a metal detecting find. The person cleaned it up the best they could and put it back into circulation.

I suspect damage/discoloration due to prolonged exposure to moist, caustic soil, or perhaps residing at the bottom of a poorly maintained fountain.

Interesting that there is pitting on the rim but none as significant on either face.

Is it possible to post the weight and shots of the reeding?
