Just picked up this guy at the coin shop looking for opinions on grade and toning:

I would say MS 65. I don't know if it's struck well enough on the obverse to go higher. Nice coin though!

Oh, pretty.

I hesitate to pronounce MS65; the bright lighting spot in front of the nose indicates field marks which may or may not be prominent in-hand. If, under the same lighting, the rest of the fields look like that, I think 66 is out of the question. Even with a really nice cheek - as this one seems to have - 65 can go by the wayside with enough chatter in the fields.

Would I be at the front of the line if you chose to give it away? Oh, heck, yes.

Fields are a bit cleaner in hand than a PCGS-66 coin I have in my collection so I'm hopeful this will be at least a 65

A reasonable conclusion, then. 65's aren't terrifically rare, so NGC wouldn't hesitate to award the grade based on "created wealth."

Nice lloking coin, I like the half moon toning. I'm going to call it a slider MS-64 for sure, MS-65 maybe.

It was fun at the store I went through about 20 of these GSA coins tossing one after another aside "junk, junk, junk..." Finally got this one and I was like "wow clean cheek!" "wow clean fields!". And then I flipped it over and saw the half moon at which point the dealer grimaced and said "sorry about that wouldn't have put it out if I knew the back was that bad".

Time for negotiations :) I got a pretty good price.

I love it when I find great toning in a GSA holder since it is almost certainly attributable to how the coin was stored in its original mint bag. Many coins in normal holders were retoned at some point in their "career".

Not a toning fan, however this just points to the history of the coin.
Very nice coin. I would leave it as is.

Note PCGS will add a half grade for this type of toning:
