no the bicentennial is a 1976--and has the guy drumming on the reverse...it is a 1975-D Washington quarter.

Can we get pics of the whole coin ?
I think the problem is that no eagle reverse quarters were struck in 75 or 76 they both were struck with the Bi centennial reverse.

The Washington quarter series is famous for Strike Doubling. I would bet that is what you are looking at. It is the same thing that happened to the Bust Half Dollars - multiple profiles.

Due to the extreme mottling in front of the profile I would say you ahve Die Deterioration Doubling. Happens when the surface of the die starts to chip away due to overuse. In other words, your coin was struck with a worn out die that should have been retired. No extra value.

Is there a set time for the die's to be retired? Or just when they start to put out imperfect coins?

No set time or number of strikes. They are supposed to be inspected at regular intervals and should have been pulled when they showed noticeable signs of fatigue.
