The main reason the RCM doesn't want to answer questions regarding this coin is simply how did this coin leave the mint, something they really rather not know. Either this coin was simply dropped on the floor and an employee just picked it up and threw it into a 2016 bulk bin or something else worst happened. Except for the 2013 RCNA tour where we were allowed access to the production floor although escorted by security, the regular tour is outside catwalk through windows, only thing you can buy is at the boutique. As for vending test pieces, never heard of new sizes or weights of 2017 toonies, the RCM probably has learned from the 2000P test coins not to create vending test coins with exact production designs, some vendors just kept them as in 2000.
