Looks like an over polished die. Also note the weakness in the back of the neck and on the lapel.

I bought a 1974-D mint sewn bag with almost every coin clashed and/or polished so harshly that Lincoln's nose, hair, neck and even his tie and vest are polished away. I even found fingerprints on a few coins where someone at the mint had handled them.

The bag was also had way too many coins. Here's a post about this strange bag of coins I wrote eleven years ago, back when I was new to the CCF, http://goccf.com/t/89269

I once thought I had some kind of mint dump bag, but now I just think it was just overfilled. It was strange enough that I still have all of the coins and the canvas bag they came in. I dig them out once in a while just to study them again.

Is the reverse on your coin slightly rotated by maybe 10­­° to 20°?

Here's an image of the ANACS certified coin. It's graded MS 66 RED and it is noted on the label as OVERPOLISHED DIES.

I'm thinking they were trying to rescue a die that had Feeder Finger Damage.
