I thought the same thing (with respect to Copyright). I loved seeing the Royal Canadian Mint Reports from 1939 to 1953 there.

Not trying to be a pest, but usually you have to pay significant fees to publish Crown copyright stuff like reports and records. Been there, done that. Much of the other stuff is still in the copyright period.

I have no idea on the copyright, but I assume that this is covered off. If this was an indiscriminate collection of material, I assume we would see things like Charlton catalogues etc. here as well.

I think they looked into any possible copyright issues. This note is on their page under About,

"Copyright Information
