It is called a clipped planchet or rim clip.
Looks more like damage from taking a hit.

I'm on the fence about this one only because of the weak denticles on the obverse above the A : B .

Looks like a rim bump/bruise from taking a hit.

This coin was dropped on to a hard surface such as a street or sidewalk.

These coins have medal allignment so that is the area of the bruise.

Hondo, yes I am/was aware of that fact....that's why I'm not 100% confident saying PMD. Weak spot I see as being in the same location of the "slight clip" just on the other side. Not reffering to a Blakesley effect.
