The results are in! The coin is graded XF45 by NGC

IMHO, too much hair and feather wear for XF.

Interesting grade by NGC as I am not sure how they get to XF45. I could not find any examples of the BB161 that showed strike weakness on the eagles wing tips. The OP example is showing wear much like found on a VF coin. Below is a XF45 PCGS BB161 that appears to be what a XF grade should look like.
