Dipped? Probably.. Otherwise, no other indications of an abrasive cleaning IMO.

The way I look at a possible cleaned coin is if it is old and no dirt at all inbetween numbers and letters, most likely cleaned. A Dime is small and the letters/numbers are really small so dirt should really be inbetween letters such as a B or are where it gets trapped and mormal wear doesn't dislodge it easily.

It would be difficult to tell with a coin that's almost a hundred year old, at what time period when it was dipped, perhaps more than once.

Bad dipping will lose luster and becomes dull, more for uncirculated coins.

From the photos, looks to be EF-45 and can be AU-50.

I do not see any immediate indicators of a cleaning, at worst it might have received a light dip at some point. I would not expect there to be any dirt in the devices as it is a solid EF coin with luster still present in the protected areas. Besides that, a soaking in acetone would remove any dirt buildup anyway so that is not always the best indicator of a cleaning.

All the answers so far pretty much go over all the possibilities and specifics so I'd just like to add that I don't see enough evidence to convict this coin of a cleaning. If you get the light just right, you might even be able to observe some semblance of a cartwheel effect. I'm not even sure if it's ever been dipped. I think it's a very nice coin and I'd probably pay full "fair market value" for it in the correct grade.

It looks a little bright, but that could just be the lighting or something. I don't see large amounts of obvious hairlines or anything.

I've seen some pretty bad examples of improper cleaning, this however doesn't seem to fit those.
