Silver Proof Set Mintages

When they list the mintages for modern silver proof sets such as ones made between 1999 and present, does the total mintage given include the 5 quarter sets that are sold separately? Or do the 5 quarter sets have a mintage of their own listed? Hope I asked a clear question.

I believe each has its own mintage, since they consider those two separate sets. Someone please correct me if I'm mistaken.

Via my Red Book the mintages for silver proof sets are only for the proof set. If you compare the quarter mintage they will be more than the full proof set by the separate silver proof quarter set.
