If this is a lamination error, what causes it to come off? Are these worth saving?

Yes, it is a lamination which is caused by an internal weakness in the alloy. Fairly common and not usually worth saving although your is interesting in the fact that it is a narrow stripe that goes from one rim to the other and not just the typical ugly rough patch.

I can't tell from the pic provided, it almost looks like some sort of residue.

Lamination usually runs in a straight line on the planchets. That is what this is.
