I dont see why it couldnt be a 64 there is so much detail and I see some light scuffs but not any scratches so I go 64 too.

This coin is slabbed MS-65, I agree that thats a touch high but I would call it high end for MS-64 at least as none of these marks show up much in hand. It mightve been the toning to bump it.

I could see this a 65 the absence of marks and high details probably make this coin shine in hand.
