Does anyone know if you have to be a member at PCGS for them just to reholder the coin? I have several in the OGH and I think the older holder isn't very attractive.

yes you have to be a member to send anything in to them

Since they are already graded and holdered by pcgs, you can have them re-holdered for $5 each and I don't believe you have to be a member.......it's technically not a submission.
If I were you, I would keep them in the old holders. They are worth a premium because they are in the ogh's. A lot of people actually look for these slabs (pcgs rattlers, ngc fattys) because the services were a little tighter back then and the coins are often pq by todays standards. JMHO.

I have found that most of the coins that need to be resubmitted because of an upgrade has already been sent in for the upgrade especially when you get into the kind I collect, Morgans in the grades I used to collect (MS-64) all have a pretty good jump from 64-65 and just about all that could be upgraded have already been sent back in because of the price jump between the two grades. I am not saying all of them have but they are few and far between to find a lock upgrade, But I am almost positive that you have to be a member with NGC and PCGS to send them anything to go in their slabs no matter if its already graded by them or not, this would be a good question for their forums though and see what sticks because I am not 100% positive I am just going by the way I think it works

I agree with you that most of the really nice coins have already been cracked out, but........people STILL pay a premium for the old holders.

I just checked over at pcgs, and yes you do have to be a pcgs member to send in a reholder but you do not have to be a member to do a show reholder (you just hand it to them at the show). Hope this helps.
