http://www.wealthwire.com/news/finance/2044House Bill 195 of the 2011 Regular Session (Act 389) broadly defines a secondhand dealer to include "... Anyone, other than a non-profit entity, who buys, sells, trades in or otherwise acquires or disposes of junk or used or secondhand property more frequently than once per month from any other person, other than a non-profit entity, shall be deemed as being in the business of a secondhand dealer. " The law then states that "A secondhand dealer shall not enter into any cash transactions in payment for the purchase of junk or used or secondhand property. Payment shall be made in the form of check, electronic transfers, or money order issued to the seller of the junk or used or secondhand property..."

I heard about this before. I really think it will be found to violate Federal law and be struck down once someone takes it to court.

The thing is...this changes almost nothing. People will still go against this law as they have always done.

The unanimous vote in the legislature and only one nay in the Senate surprised me....
It seems like more people would see the error of such a bill.

I like all these types of laws that some idiot that we put into office comes up with. Probably a relative of the ones that tried to stop booze from being sold.

By me the police did arrest a few 8 year olds for selling lemonade at a corner lemonade stand. They were taken in with handcuffs like criminals. That one did make the newspapers in most of the country and that cop eventually was forced to help put them back in buisness and had to make all kinds of opologies.

I remember putting handcuffs on a six year old. She just slid them off and said "you're silly". Shame an eight year old's wrists are bigger.

Silly law - is this what our hard earned tax dollars are going towards? Remove the politician that proposed this bill from office. I was reading an article recently about a woman that wanted to pay for her groceries with $32 in change and the store flat out refused her payment. Only after she was humiliated and began to cry, did the store manager decide to allow the transaction. They initially told her 'to use a Coinstar machine', but she could not afford the fees. Cash is cash and if I was the manager I would have gladly taken her payment at customer service to avoid holding up the line. Times are tough and people are trying harder to use cash instead of credit. Unless this woman makes this a weekly habit, I would have definitely given her the benefit of the doubt and accepted her payment with a smile.

It's not like they won't need that change before the day's out. Supermarkets are huge net users of change.

On-topic - This is absolutely garbage.
Off topic - For Silver Eagle - I agree they should have taken her payment with a smile...butttttt...a lot of banks have a limit on how much cash a business can deposit before they start charging fees. Those fees are sometimes higher than what a merchant service company would charge for credit card charges. I know it looks as simple as cash is cash, but if the manager is trying to cut down on his/her expenses...you said it yourself times are tough, especially if it's a privately owned grocery store. I'm not defending the store, I deal a lot with sports organizations, and every year I have 1 team that does can collecting, and they pay their entire bill in coins. Lose an order because I have to do a little extra work? NO WAY! (Have found about 25 silver coins and a few handfuls of wheats while going through their hauls, as a collector I don't mind)
