Take a look at the picture below and tell me is this what they call a shifted center...?
The center is shifted down and to the left.

I'd like to see pics of the whole coin obverse and reverse. But, from what I can see, it seems to be within normal
tolerances.

From the pic it looks OK the little bit at the top I would say is normal.

One last try...I know a scan/picture is hard to see details, so I use "GIMP" which is the equivalent to "Photoshop 7" and did a colour shift to let you see what I think is shifting of the center...Hope it works.

Still within mint tolerances. You need at least three millimetres for a good offset, more if you want a gap between the ring and core. Here is one I found in pocket change a couple years ago.
