I'd like to see pics of the whole coin obverse and reverse. But, from what I can see, it seems to be within normal tolerances.

From the pic it looks OK the little bit at the top I would say is normal.

One last try...I know a scan/picture is hard to see details, so I use "GIMP" which is the equivalent to "Photoshop 7" and did a colour shift to let you see what I think is shifting of the center...Hope it works.  Look at the bottom of the coin.

Do you mean the core is off-centre?

Still within mint tolerances. You need at least three millimetres for a good offset, more if you want a gap between the ring and core. Here is one I found in pocket change a couple years ago.

Wow SPP-Ottawa....Your coin makes me want to go out with my so called shifted tooney to Tim Hortons and buy a coffee right away....At least it will get some use.
