Why The Lack Of Silver Commemorative Halfs?

After I made my prior post of commemorative halves it occurred to me that with the exception of Washington, Madison and I THINK the First Flight Half, none of the others are made in silver. Anyone know why that is? I think that they would be more attractive to collectors if they were all done in silver like their Dollar cousins. anyone have any thoughts?

first flight is clad and I agree they would be better if they were 90% I mean they make a 90% JFKs every year why not the commem 1/2s

yotie- that's what I was thinking. Besides, I think the silver ones just look better than clad. Maybe it's just a mind thing but still. I'd pay a little more for silver.
Also, I know the Mint is leery about putting out too many commemoratives like what happened in the 90's but, maybe they ought to do a totally different theme for the half's each year instead of just a different design based on the same theme.

I know for a while the mint was pushing the commem halves to kids, in order to grow new collectors.
To keep them affordable for younger collectors is probably why they use clad.
