I have been thinking about this one and here is what I think.
The two options are mint error or PMD.
The only thing I can think of that might be related to how it was made is that the proof coins have a frosted finish on the raised parts of the design.
It does not look like the proof frost for several reasons. First it is too uneven. Second it is in the wrong places -it is not on all of the high points of the design (ie not on the lettering) and it is on part of the background (where it should not be).
Having ruled out a mint problem, I thought about what PMD could make something like that.
I think that the non-frosted part around the edge matches with the area of the coin that is covered by paper when the coin is in a roll.
I think that something has affected the exposed part of the coin while it was in a paper roll.
