I would guess it's associated with military duty, but I haven't translated the inscription, have you?

-Commemorative medal for the victories of the Romanian army during the Second Balkan War. Made of solid metal and silver-plated. The Romanian army crossing the Danube River on a pontoon bridge is depicted on it and in the distance is seen Stara Planina (Old Mountain) and the rising sun. The medal is made on 7 November 1913 and was awarded to all Romanian soldiers who participated in the Second Balkan War. found a copy of your medal on ebay
