The picture quality is pretty shakey but the date looks like a 9 over a 3. Any thoughts?

So if this is damage do you think someone may have added metal around the 5 and the nine?

It's either damage where some of the metal was scraped off the numbers and pushed to the tops of them, or it could be a couple of die chips above the numbers, athough I lean towards the damage scenario. It is impossible for this to be a 9 over a 3, because the mint stopped punching numerals on the die in the early 1900's. All coins have had the date on the master dies since then, so there is no possibility of a repunched date.
