Notice the thickness of all letters in PLURIBUS.
I have included a picture of a typical 1969s so it is much easier to compare.
Also compare the U's on the same coin. The U's in PLURIBUS are both much fatter than in UNUM.

I don't see Machine Doubling. I see a totally normal coin.

Circulation damage often befalls coins and flattens/wears devices down. Check other examples from the same year and see if the design looked like that on all coins that year?
