This appears to be a run of the mill 1963 proof which almost always have full steps. Nice coin but you have an ordinary proof nickel. If you find a brilliant uncirculated 1963 Jefferson with full steps you have something special, if you find a 1963 D with full steps you have a rarity. When looking for this era and earlier proof nickels some collectors search for cameo proofs.

so pardon my noobishness, but run of the mill vs brilliant uncirculated. haha to be honest to me this looks brilliantly uncirculated but I still have an un-trained eye

I think there is a bit of confusion here. Your nickel is not uncirculated, it is a proof strike which is quite different from an uncirculated business strike(coinage made for circulation). Proofs are specially minted for collectors and a proof of that era will typically have brilliant surfaces, i.e. polished and mirror-like vs. the cartwheel luster that is typically found on an uncirculated coin. Proofs are also struck twice and higher-than-normal pressure so they will almost always have much better details than an uncirculated coin. Unfortunately, modern proofs also tend to be much more common and less expensive than very high grade uncirculated coins.

You could put together a collection of impaired proofs, which would by definition, be circulated... but they are right. This is a run of the mill proof from 1963. It is a minor attraction from the last proof issue with Benjamin Franklin. On a side note, many of these sets were melted down during the silver boom in the early 1980s... I don't think there is a clear census on how many are left today- but it's probably hundreds of thousands.
