I couldn't get a comprehensible translation either but I wonder if it could be the Polish Mint? They seem to offer a lot of non-circulation coins but are very similar to two euro coins. The one pictured here features a few four-leafed clovers. Perhaps they are considered lucky there also.

Quote: Mennica didn't translate as a word, and I didn't see it in a list of cities. Maybe its a name of a person or company? Use Google Translate - it's the best online multilingual translator I've encountered. "Mennica" means "Mint". Unfortunately, the homepage doesn't translate well because of its lack of text, but pages leading off of it do. Looking at the website Amr posted above, the W-shaped logo on the left hand side of the web page is the mintmark of the Polish Mint - so they are struck by the official Polish mint. However, "Dukat Lokalny" translates to "Local Ducats" - in other words, they're tourist dollars. These Polish "local ducats" appear to be highly regulated, at both a national level and at the level of the city or locality in whose name the coin is struck. Off the website, here are the regulations the city of Gdansk (formerly Danzig) enacted for it's "local thalers". In the case of Amr's coin, I'm pretty certain that the locality which issued it is Szczecin (formerly known as Stettin).
