This considered an error? Without the big of picture it looks almost on top of it. Is this common?

No. They are hand punched. As long as they are under the date and not on the shoulder they are normal. Even some RPMs are closer than your coin:

Mintmark placement is very rarely ever considered an error in itself. As Coop has shown, it is quite common for mintmarks to be very close to the date on 1953S cents.
