Please correct me if I'm wrong, but wouldn't all these clipped coins be missing edge lettering due to lack of pressure in the edge lettering setup?

I think your right. The missing edge lettering can be associated with a lot of othre errors as well, like off center, broadstruck, partial collar, etc.

The edge lettering could probably be added to a coin with a small clip but that one would have too small of a diameter to get impressed when passing through the bar dies. OC, broadstruck, or partial collar should have no affect on the application of edge lettering since it is a separate process from the striking of the coin and done before the coin is struck.

For proofs, the edge lettering is applied with a segmented collar so those striking errors would affect the edge lettering. However, collar malfunctions are quite rare on proofs so the chances of encountering a proof with a 31% clip would be very low to borderline impossible.

It is possible for a clip like this to have partial edge lettering. It would be missing opposite the clip and if the coin entered the edge lettering machine with the clip against the lettering die or the pressure roller that would be no edge lettering at all. But if it enters such the there is a diameter distance between the edge die and the pressure roller it is possible to have a part of the edge with lettering.
