For over a month I've been trying to find a Van # for this 1922 Peace dollar with a die gouge coming off the lower berry and crossing over the lower rays.

Turns out this is not a gouge at all, but a die clash. Comes from the top of Lady libertys head. Over polishing from the bonnet going back to the rays on her tiara.

Plays no roll in the VAM #.

I don't know a thing about Peace dollars so I can be of absolutely no help with this but if they are anything like Morgans a complete picture of the Obverse and Reverse would be needed to give an educated guess of what VAM it is

Shouldn't this still be a VAM?
As a die state for the regular die?

Yes, all Morgans and Peace dollars are VAMs.
