It's hard to tell from the picture, but yes, I would say it's been cleaned. I can't tell to what degree, but the fact that it gives off that "chrome" look typical of most cleaned silver is a good indication that it has been cleaned.
I concur, cleaned. It looks like wiping was done with a jeweler's cloth. IMHO, it's a VG+, but the scratches diminish its value. For maybe $5-10 more, a problem-free fine could be had.
Fair buy but not a good buy. It does not look cleaned to me but there is a sizeable scrape on the neck that will knock it down to VG value levels. It is also a 1915-D, not O- New Orleans stopped striking coins in 1909.
I think the price was a bit high. My local coin shop has a bin of Barber halves priced at $14. Some are worn out and/or cleaned but original example in VG can usually be found. They charge sales tax but no ebay or shipping fees.
I've got a nice 1913-D up on ebay right now which I think would be an upgrade from this 1915-D.....
Its VG-10, the picture may be small but it has more liberty than 8. The price is a tad high but I'd go more with a value of $20-23. You did okay, but not great.
