The flatness makes me think the coin took a hit and it is just damage. Note the 6 in the date as well.

The 6 is flattened but the mint mark doesn't look like it was flattened. The arches of the D both flow with each other they aren't straight? That's why I posted this.

Looks like a hit to me too. There's no distinction between the punches. I would have thought that the inside of the D on the west side would show some double.

The dotted 8 was cool though :)
