It may be die damage in that area? Not a RPM as they stopped being placed on the dies since 1990 and are now part of the design.

It cannot be an Over-Mintmark(OMM) either for the same reasons why it cannot be an RPM, the mintmark was part of the hub design starting in 1990. RPMs and OMMs only occurred because of the need for hand-application of mintmarks to working dies. Other than that, I have no idea as the picture is inconclusive.
