It's very pitted, even the stars have tiny pits in them but it doesn't show in the scans. The most obvious thing in this scan is Miss Liberty's Leg. It almost seems like there was some kind of mold failure. Here's a detail of it:

Which would also mean it's pre-Hobby Protection Act. So, I think maybe this was produced in the 60's as a Civil War Centennial souvenir. Note also what looks like an extended edge? It's really sticks out at the area of States. This is excess metal from the seam that wasn't trimmed.
