Has this coin been recolored, dipped or whatever the proper terminology is? Is the 1 and 3 doubled? Can someone tell me the proper number for the MM?

The first does look like it might be "replated" and I see some notching but I can't make a call as to DDO. For the replating show a full image.

The second? I think I see what you see but still think pmd/corrosion. If it was inverted wouldn't we see the serif on the east side? All I see is a straight edge.

Your first coin appears to be re-plated. Given that, it has no numismatic value. It does appear to be a minor repunched mintmark, but it is not a doubled die.

Your second coin is too corroded to tell anything.
