This is a die chip that is getting larger. On the out edges of the devices that is die deteriation. All signs of a die in it's later part of life. BIE's were at one time collected until they determined it was a die chip and not a variety. The chip starts off small and increases in size until the die is retired.
1957-Double-Die-Or-Just-A-Libie
Seems like the chipping eventually becomes the size of the devices around it. Then seems to stop spreading. (Usually)

I see nothing doubled on the coin - it's a BIE cent, and that's bout the size of it.
