Don't most planchet flaws receive no grades or a details/genuine tag?
Anyone know why this was an exception?

In general planchet flaws (voids, peels/delaminations, splits) do not automatically get a no-grade from the top TPGs. They are as-struck characteristics of the coin, not post-mint damage.

I've seen many early large cents and Half Cents in PCGS and NGC holders with various degrees of planchet problems and they were graded. Affected coins may be less desirable and so may sell at a discount; according to "market grading" they should therefore be assigned a lower grade than similar pieces with perfect planchets.

There are also so many other good qualities about this coin which is hard to find on a 200+ year old copper coin. The graders may take this into account.
It may also depend on the grading service. Each grading service has their own standards, graders, etc. Each one is different. There are even inconsistancies within the same grading service. You may get a coin into a details holder one time, resubmit it, and get it graded.
