Hello everyone. New to the site. Has anyone seen this before? If so, how common is it? What kind of error is it?

I believe that is exactly what a malfunctioning coin counting/wrapping machine can do.

I agree. No error, just damage from a Coin Wrapping Machine after the coin left the mint.

Used to find those all the time from parking meters. Anything that holds in place while turning the coin, like the crimping finger on a coin roller, can do this.

It is a regular occurrence on all denominations during wrapping process and not limited to Cents.

No value to these as they are considered damage.
It's a spender unless you want to keep it as an example.
