Graded by PCI VF25 I feel may been udergraded.
The change in design from the classic to the matron head was so the public would not think that the fillet on liberty's head was not feminine. the classic style was given to boy athletes. dumb I know but it was the vtimes that warented it.

I probably would have graded this at VF20. You will find the most disparate grades with the copper coins. I prefer EAC standards to the commonly used market standards for these coins.
