Great detail, but how does PMD like this affect value?

IMO the PMD makes this coin worth melt. At $15.50 your not far off from melt and eventually I think the silver content of the coin will exceed your cost. So all in all your ok.

Small damage makes that much of a difference in overall value? Even with F+ details? I did not know that.

That is not small damage. The reverse pic shows severe rim damage.

For the price it's okay but that much damage will reduce all but key dates to melt value.

pretty bad damage, melt value only.

It won't be quite as noticeable in say a type coin album. Certainly, it's worth the price paid ... F-VF detail.
