It's Ottoman Turkish, and a lot older than the 1800s. Both pics are upside down. At the bottom of the reverse (which would be at the top of your top pic) we see the date: 1106 (1695 AD). This is the accession year of Ottoman sultan Mustafa II. The mint name is just above the date: Edirne. My 1600s Krause lists two silver coins struck in Edirne with that date: the half-kurus (KM# 117.1, 9.43 grams, 28mm) and the kurus (KM# 121.1, 20.05 grams, 36mm). Both have the same design and are best distinguished by size. Unfortunately, I'm not a smoker, so I have no idea how big your coin is.

It's an Ottoman Turkish coin - half kuruş. (yarım kuruş). It says : "es-Sultan Mustafa bin Mehmed Han dame mülke darebe fi Edirne sene 1066" on one side, and the other says "Sultan ül Bahreyn ve Hakan ül Bahreyn es sultan ibn es sultan" roughly translated as "The Sultan Mehmed's son Mustafa, owner of the land, minted in Edirne at the year 1066" and the other side is "King and the Emperor of the (huge) land, son of a Sultan, who is son of another Sultan" (like the any other way is possible-Haha!)
There are three varieties of this coin, they're "mim-ha, ayn and ye" however I have no idea how to post Arabic letters to the forum. I live like an hour drive from Edirne, it's a very lovely coin to have!

And also, there coins has been copied back in their time, frequently, both to fool sellers and use as "penez" some sort of token and even copied to use as gaming tokens. Most copies aren't silver, and almost all I've seen lacks the correct weight.

Unfortunate in this particular circumstance, because I couldn't use the cigarette for scale purposes.
