Looks off center struck, and flattened the I and W and doubled the L

I think the L, I and W are just damage. The coin looks like a normally struck coin to me. Keep in mind the difference between uncentered and off centered. Uncentered means the full design is on the coin but is not centered and off centered means there is design missing off one side of the coin. Your dime looks a little uncentered on the obverse side but still within a normal strike.

the "L" also looks interesting to me, Maybe a better picture of that area would help.

If this is not a mint error, then what could possily shear the letters so evenly, and smooth? Whatever took the letters never touched the rim.

Coin Rolling Machine Damage perhaps?, very precise hit...by something? We will probably never know what caused it....sometimes it is only possible to know what did not cause it.
