redlee - The coin with a lined background comes from a Specimen set. This is the usual background texture for all modern Specimen set coins. The coin with a plain background must have come from an Uncirculated set (aka PL set) since there were no loonies made for circulation in the year 1999.

I agree with Scissel, but neither is a proof as you mentioned.

Yup => a specimen and an uncirculated loonie (both coins are from uncirculated RCM sets)

The Charlton catalogue has 2 grades for a 1999 specimen-loonie:
SP-66 ($10)
SP-67 ($25)

The Charlton catalogue has 3 grades for a 1999 uncirculated-loonie:
MS-65 ($10)
MS-66 ($15)
MS-67 ($60)
