The Hang Seng Bank is one of the major banks in Hong Kong, so I assume the medal has something to do with them. As for date, the way "Made in Hong Kong" is stamped on it reminds me of the cheap imported goods you used to find in stores back in the 1970s (the same sorts of things that say "Made in China" these days). At the very earliest, the bank did not become a "limited company" until 1952. But I can only guess at the purpose of the medal. Perhaps it was a "freebie" giveaway to customers.
