The designs of the two sides were taken from the reverses of two different coins, so yes, it's a "fantasy", a "mule" that could never have existed as a real coin. The "obverse" is copied off the reverse of a Romano-Egyptian tetradrachm, the "reverse" off of a Roman denarius of either Septimus Severus or Severus Alexander.
