That looks similar to the 1997 Doubled Die...Wish the coins was struck better as you would see doubled hair lines if it was a true Doubled Die. I'll wait for some more knowledgable replies.

Well I can't really see any features of the beard in the posters pics...but it looks like the part in question is lower than it should be. Thanks for the pictures and info as always!

Note arrows on the 2006 I posted and the lower part of the beard on the 1984.
