Came across this coin which appears in excellent condition. It made think it was a restrike? The man on the horse a Hapsburg? Could not identify the country or origin.

First, What country?
Second, Restrike?

The date I see is 1963.
The names in the legend point in the Austrian direction (or its possessions).
I can't really say whether it's a reproduction of something real or just made in a style of XVII century.
