This is a Spanish 2 Maravedis, but I can not make out the date during Phillip III in Spain. Date ?

About 27mm, copper, thin (maybe too thin).

It looks like an eight was attempted on this coin. Maybe the New World short of coins and value was attempted to increase by countermark? True or Assumption ?

Unless the picture is incorrect the coin is an 8 Maravedis dated 1603 made in Segovia. The denomination is the VIII to the right of the castle and the date 1603 is to the right of the Lion. The mint mark is to the left of the Castle (aqueduct for Segovia). Philip III is king of Castile and Lyon. I am unaware of this counterstamp but there were many revaluations - in this case a CONFIRMATION C/s.

Cayon lists it as common with a value of $20 at the time of publication 1998.

My understanding of the reason for over-strikes, and in this instance the Spanish maravedis, was to raise funds through demonetizing the coins. A fee would then be charged to restore it to use as legal tender with an overstrike -- essentially taxing coins in circulation.
I have an over-struck 4 Maravedis of the same period though not in quite as good condition as yours, Imasnore.

This revalidation was done under Felipe IV, the next king, in 1651 or 1652.
There should be a date on the other side, but you understand that the guys doing the revalidation didn't took particular attention on how it looked like, as long as the value was readable :)
