Paypal Puts Hold On Account Due To New Ebay Policy?

I received an email from Paypal saying they were putting a 21 day hold on my money. They say it is due to activity such as chargebacks, returns and such based on my history. This doen't make sense because I have never even had a return, a claim, or anything that would prompt them to put a hold on my account. I also have 155 perfect feedbacks!

I call customer service and they say that it is a new ebay policy and my money will only be held until the buyers shipment is marked received or I get feedback. This means I will now be forced to pay for tracking for every shipment or use paypals shipping!

This is really going to hurt right now because I spent last night getting ready to list over $2,000 worth of coins to help pay bills this month due to the lack of business and funds at my retail shop (summer seasonal business).

Is anyone else getting word of this new ebay poilicy?

We're writing to let you know about a change to your PayPal account.

Starting 2/16/2012, money from payments you receive will be placed in a pending balance for up to 21 days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.

Even though you can't access the money right away, please ship orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.

The money may be available sooner if:
1.We can confirm that the item was delivered.
2.Your buyer leaves positive feedback. (Applies only to ebay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.

Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.

Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

Kurt,

Delivery confirmation is .75 per item. It shouldn't break your bank and you could increase your shipping charge by that amount to cover it. If you offer free shipping, it will be an additional expense.

I don't ship without delivery confirmation. There are too many unscrupulous individuals out there who will claim non-receipt, get their money refunded and keep the goods. Sad, but true.

I guess it is not the money, afterall I usually do use delivery confirmation. I just don't understand why they decided to do this to an overall perfect seller (so far).

I got the same thing at the first of the year. PayPal said once I get 20 positive feedbacks on a similar item I'm selling the hold will be lifted. I agree it sucks. I was very angry when it first happened.

I am going to start placing the Delivery Confirmation fee and Insurance (especially since you cannot have it as an optional item) into the Shipping costs. You gotta cover your backside when it comes to selling ebay.

Since I mainly sell coins on ebay do you think this has something to due with the 'copy' coin policy ebay just rolled out? Not that I have ever sold a replica coin or anything like that but I am wondering if other coin ebay sellers are getting grouped together and holds placed on their accounts in light of the recent changes to ebay

afclassics - did you have a good working relationship when paypal did this to you? Did you see any reason why they were placing this hold policy on you?

i am not having that problem just sold 2 sets for $1000 and there's no hold on the funds

I think it depends on the past history and value etc... some algorithm we can't see into.

They generally do that when an unreceived item case has been brought up against you, at least thats what triggered it when they did it to me. After a period of time they will review it and change it back to normal. I would call them up and ask them why they have placed those types of holds on your account, its possible they placed it by mistake.

I did call them and they said it was due to an ebay policy regarding the types of items I am selling and the higher risk of chargebacks, claims, returns, ect.

I am learning from another forum that there are shipping changes going on with ebay. They are starting to require sellers to use the paypal shipping (with confirmations which are now FREE) in order to receive (automatically) five stars for shipping (even for free shipments).

Since I always went to the post office I was not covered on paypals buyer protection so I was viewed as higher risk seller which is why I may have been selected for the 21 day hold.

I will be switching to the paypal shipping method and hope that my funds will be release as soon as the package arrives to the buyer. Maybe my hold will be lifted soon.

Same thing happened to me at the first of year. I figured it was because I was selling copper pennies as bullion (since bullion of any type would have a higher than average rate for returns due to buyer's remorse if the market swings the wrong way for the buyer).

I tend to sell about one $50 face value lot a week and to their credit, they removed the latest hold the same day the package was delivered. I've always used the flat-rate boxes, and delivery confirmation is free when purchasing the postage online, so it isn't costing me anything extra. Plus, I get to schedule free pickup so I don't have to schlep the 35# box to the post office.

My only concern is whether or not the held funds can be used for shipping...?

This happened with some collectibles I was selling a couple weeks ago right after Christmas. ebay is basically forcing you to use Paypal shipping or wait 3 weeks to get your money and they are enforcing this on almost anyone who has either had a chargeback or ebay resolution case opened against them. I had had some issues dealing with very finicky Department 56 Snow Village collectors during Christmas time and because of this my funds are now placed on hold for anything I sell. They gave me $1100 with no holds for my mom's D56 collection, but they held my $150 on random stuff I bought at thrift stores and garage sales for almost 2 weeks.

To me it also seems like an easy way for Paypal to hold onto funds longer so they accrue more interest on a large scale, ultimately inflating there net worth at the sellers expense.

Shipping first class I would say it took an average of 7-12 days from end of auction to get the funds released into my account, which was pretty accurate to the their "3 days after confirmed delivery" report.

Although they say they will also release funds once feedback is left, it is misleading as you have to call Paypal (and get a hold of someone who knows what they are talking about) and get them to manually release the funds. This happened to me when the delivery confirmation label was not scanned by the post office so Paypal could not verify delivery, although the buyer had left me positive feedback and messaged to me that they had received the item. You have to fight Paypal tooth and nail, but if your buyer left you positive feedback you can eventually get them to release the funds over the phone. It was even better that the Paypal account is in my wife's name so they thought I was the manliest Heidi that had ever talked to.

I sold stuff on ebay as a hobby and this whole situation pretty much turned me off from selling again anytime soon. The drama from crazy buyers was one thing, but dealing with Paypal and ebay's BS was just too stressful, especially around the holidays.

On the good side of things, I did find a 1968 Mexico Olympic 25 Peso coin set in a paperweight in a free box at a garage sale and sold it with the other items on ebay. While researching the coin I started to become enamored with numismatics and because of that I'm a member of this forum and crazy addicting to buying coins! When I did eventually get the $150 released to me, I turned around and spent it all on coins!

Man I'm sorry but that's BS...I just had my 15th year anniversary with ebay and have been using PayPal since it was founded. So far, they haven't tried this crap with me. They better not because I'll stop using PayPal and only take money orders regardless of what their policies are. I would never ship anything unless I actually had funds in MY HAND. Always how I've done business and in thousands of transactions I've not had a problem yet. It's already bad enough that ebay owns PayPal, gets funds for listing, final value, then a percentage on everything you collect through PayPal. For many years I didn't take credit card payments through PayPal but finally gave up since so many buyers desired it - and have lost (paid) PayPal hundreds of dollars in transaction fees.

I keep waiting for them to wise up to the fact that on all of my non-ebay PayPal receipts, I have buyers make "gift" payments so the batturds don't get their percentage. I sell as much as I can outside of ebay. Whereas I used to sell thousdans of dollars a year I dropped down to almost nothing for a very long time but have gotten my activity up again since I've hooked on buying these darn silver coins now :)

I miss the days where you coul buy and sell firearms on ebay..those were the days. Now PayPal can't even be used to explicity pay for them or ammo or anything firearm related...I said explicitly... :)

This policy has been around for a year or so. The basics:

New sellers can face a hold extendable to 45 days.

Sellers with sudden changes in sales volumes are subject to 21 day holds.

Holds are released on positive FB, or some cases, proof of delivery.

This is part of the Amazoning of ebay. Amazon always held initial payments for 45 days, and pays most accounts every two weeks.

ebay is doing it for much the same reason. Now they can guarantee transactions, because they're holding the money until it's fairly certain they won't have a problem claim.

It's a PITA, true, but it makes it safer to buy on ebay, which should reflect in higher bids.

Its all about the float, paypal was originally set up with intrest on the float as their sole source of income. Once they finally realized that they were making peanuts with that business model, they introduced the fee system they use today.
