its some sort of counterstrike that was done after the coin was minted. There are some counter struck coins that people collect but I am not one of them nor do I know which ones are cataloged to know who did what counter stamps

thanks for the replies. I have noticed that there is more interesting things on this coin. All of the stars have a smaller star imprinted within them and there is a unique symbol imprinted on the eagles chest. I will try to post two more pictures of both sides of the coin.
