it looks like the remains of copper along the edges and around the lettering. (unless that is just debris on the coin). probably not an unplated coin - originally.

A normal unplated lincoln should have luster. Also, most unplated cents that I have seen graded are not 'shiny' like yours appears to be.

It looks like a plated coin. Maybe chrome or other material. PMD to make it looks like it was something else. One plating company was handing out gold plated cents here locally to advertise their business. I have a gold plated one with the same date.
