I know... I've tried fitting emperors' names to what little remains of the legend but haven't gotten anything definitive.

At least there are some possibilities that you narrowed it down to. I think it can only possibly be a few emperors and it's definitely a late Roman.

Yeah, I'm thinking Honorius, Arcadius. Maybe Theo I. If it was a little cruder like echizento said, I'd consider Val III also.

Interesting read - I still dont know enough about these later Emperors. I agree I see what could be large campgate bricks on the reverse.
